The monument to the New Citizen better known in Juarez, Chihuahua, as the “cigarette monument” causes much controversy because it is unknown the true origin and the meaning of it.
Javier González Mocken, mayor of Juárez, commented that the monument does not contribute anything to this area of the city, and that its meaning is unknown. After the president toured roads of the norponiente of the city to verify their status, the mayor announced that it contemplates the removal of the monument to the New Citizen, also popularly known as “Monument to the Cigarette.”

The monument to the New Citizen was built 16 years ago, in 2000, by the architect José Luis Rodríguez and the association Progreso.
